In May of this year, the Provincial Party Committee and the Provincial Government promulgated “Suggestions for the Implementation of the Zhongfa [2006] 22nd Document --- Decision of the Central Committee of the Communist Party of China and the State Council on Fully Enhancing Population and Family Planning Program and Comprehensively Addressing Population Issues”, which is an important measure our province adopted to give strategic priority to comprehensively addressing population issues over development, to turn population pressure into personnel advantage and to provide lasting motive power for economic and social development. Today, to publicize and carry out well the “Suggestions for the Implementation “, we hold a special provincial government news conference, and have invited Mr. Ban Kaiqing, secretary the leading party group and Director of the Provincial Population and Family Planning Commission, Ms Ding Chuanying, and Mr. Yang Xinsheng, deputy director, to give us briefings on the related matters and answer journalists'' questions.

Present at the conference are journalists from Shandong branches of the central media and of Hong Kong media, from the provincial media, and from the major media in Jinan.

First, we have Mr. Ban Kaiqing give us a briefing on related matters such as the purpose and significance, main content, specific measures of the Provincial Party Committee and the Provincial Government''s “Suggestions for the Implementation of the Zhongfa [2006] 22nd Document --- Decision of the Central Committee of the Communist Party of China and the State Council on Fully Enhancing Population and Family Planning Program and Comprehensively Addressing Population Issues”.

Good afternoon!
In order to seriously implement the Decision of the Central Committee of the Communist Party of China and the State Council on Fully Enhancing Population and Family Planning Program and Comprehensively Addressing Population Issues, Shandong Provincial Party Committee and Shandong Provincial People’s Government promulgated “Suggestions for the Implementation of the Zhongfa [2006] 22nd Document --- Decision of the Central Committee of the Communist Party of China and the State Council on Fully Enhancing Population and Family Planning Program and Comprehensively Addressing Population Issues” ( Lufa (2007) No. 9, abbreviated to “Suggestions for the Implementation” below). This is another great event in the history of population and family planning program in our province.
Next, I will give a briefing on the related matters.
1. The General framework and main content of the “Suggestions for the Implementation ”
On the basis of the “Eleventh Five-Year Plan” and with the year 2020 in view, the “Suggestions for the Implementation” centers round fully enhancing population and family planning work and comprehensively addressing population issues. The whole document consists of five chapters, 21 articles and 5900 words with the following distinctive characteristics:
 (1) The document shows a deeper understanding. It correctly grasps the new situation that population and family planning work has reached a new stage, takes into consideration the province’s conditions such as its large population and relatively insufficient resources per capita and problems that we are facing in terms of population quality, quantity, structure and distribution, and adheres to the “four persistences”, making comprehensive decisions for population and development, and harmonious progress.
 (2) The overall thought is clearer. It embodies the new idea of the Central Party Committee’s “Decision” of “giving preference to investment in the full development of people” and comprehensively addressing the population quality, quantity, structure and distribution as well as safeguarding population security” and makes clear the mid-term and long-term population development targets and has realized the idea for development keeping pace with times.
 (3) The major tasks are more comprehensive. The “Suggestions for the Implementation” specifies six tasks for population and family planning work. The first one is to take as the task of first importance the stable low birth level. The second is to vigorously improve population quality. The third is to comprehensively address the problem of high sex rate of the new-born population. The fourth is to establish and perfect the management and service system of the floating population. The fifth is to deal actively with population aging. The last one is to implement the new countryside new family plan.
 (4) The safeguard measures are more perfect, which are reflected in three aspects. The first one is the construction of fundamental ability is stressed. It is emphasized that population and family planning work should get onto the legal track and the legal system for population and family planning work be perfected gradually. The second one is that the construction of mechanism is emphasized. The third one is that it maintains great strength of leadership.
2. The new breakthroughs in terms of policies and measures of the “Suggestions for the Implementation”
The “Suggestions for the Implementation” is intended to solve difficult problems, strive for policies and mainly aims to achieve new breakthroughs in the following aspects:
(1) On the basis of summarizing the practical experience, some effective solutions have been proposed for the difficult problems in the process of present management.
(2) The benefit-guiding policy system is gradually perfected, and policy impetus is further increased. As an important part of the construction of fundamental ability, benefit guidance is not only separately formulated in the “Suggestions for the Implementation” but also embodied in other important sections such as improvement of population quality, harnessing sex rate and construction of the new countryside.
(3) It highlights the nature of public welfare of family planning publicity and service. It defines the nature and functions of technical service organizations of family planning, emphasizes that technical service organizations are engaged in public service, with their funds guaranteed by the financial department of the same level.
 (4) It requires the co-construction and sharing of the population information network. It emphasizes that population databases should be established from the county level upward, and the related population information should be interconnected and exchanged between such departments as population and family planning commissions, civil administrations, health, public security, administrations for industry and commerce and labor and social security departments.
 (5) It definitely proposes that the leadership system of “five responsible persons” be stabilized. Considering the new situation of reducing the number of deputy secretaries upon completion of a term of office of the party committee, the party committees and governments at all levels are required to assign a leader in charge respectively to ensure that the leadership system of “five responsible persons” is constant.
(6) It pays attention to raising the treatment and reward of population and family planning officials. Those with distinguished achievements should be given priority in training, promotion and choosing advanced workers. Besides, the leading party group of the population and family planning department can actively recommend the outstanding population and family planning officials to the organization department of the party committee.
(7) The funds for population and family planning work are guaranteed with greater certainty. The “Suggestions for the Implementation” requires that the input plan for provincial population and family planning work during the “Eleventh Five-Year Plan” be carried out according to the programs and grades and yearly and that the degree of growth of the financial input and the input standard reach the provincial planned goal.
(8) It stresses the responsibility of various sectors of society for comprehensive addressing. “Two divisions” is proposed explicitly, that is, the tasks advanced by the Central Party Committee’s “Decision” are divided among the related departments and the quotas of population development are divided among the related departments.
3. To earnestly increase the strength of publicizing the “Suggestions for the Implementation” 
It is an honorable and yet arduous task to comprehensively address the population issues and realize the population development target of the “Eleventh Five-Year Plan”. We hope that friends from the press continue to care about and support population and family planning work, and further strengthen your publicity to make new and greater contribution to building a good public opinion environment for population and family planning work, to constructing a “big and strong, rich and beautiful” new socialist Shandong Province, to making the whole province’s society and economy develop more quickly and better!
