[15:04:56]GuoShuyu:Ladies and gentlemen, and friends from the media,Good afternoon!

[15:05:41]GuoShuyu:According to the arrangement of the Provincial Government, I will give a briefing on our province’s saving energy and reducing the emission of pollutants since last year and the plans for the next stage of saving energy and reducing the emission of pollutants. 

[15:06:24]GuoShuyu:I. Our province’s saving energy and reducing the emission of pollutants.

[15:07:37]GuoShuyu:Since last year In 2006, our province brought under control the increasing tendency of energy consumption per 10000 yuan GDP, 1000 enterprise saved energy equivalent to 3340 tons of coal, the emission of sulfur dioxide and the emission of chemical oxygen demand were reduced respectively by 2.1% and 1.6 as against the previous year, becoming one of the seven provinces with double reduction.

[15:08:46]GuoShuyu:1. The working mechanism of saving energy and reducing the emission of pollutants was strengthened. In 2004, the Provincial Government established the system of joint conference on constructing the conservation-oriented society with 34 departments as its members.

[15:11:28]GuoShuyu:Most of the major enterprises established energy-saving and environmental protection posts and managerial systems, which formed a long-term mechanism of saving energy and reducing the emission of pollutants.  

[15:12:30]GuoShuyu:2. The target responsibility for saving energy and reducing the emission of pollutants was performed. The Provincial Government put forward the working goal to reduce 22% of the energy consumption for per 10000 yuan GDP by the end of the eleventh five-year plan as against the end of the tenth five-year plan, to reduce 20% of SO2 emission and to reduce18% of the COD emission, properly divided the general goal of saving energy and reducing the emission of pollutants for each year, and signed a target responsibility document with 17 municipal governments and 103 sate-owned major enterprises in our province. 

[15:13:01]GuoShuyu:3. The related policies for saving energy and reducing the emission of pollutants were made perfect.

[15:13:28]GuoShuyu:4. The focal points of saving energy and reducing the emission of pollutants were clarified. Special attention was paid to 1000 enterprises’energy saving, buildings’energy saving and government organs’energy saving.

[15:14:30]GuoShuyu:5. Structural adjustment and energy-saving technology were pushed forward.

[15:16:39]GuoShuyu:6. Pilot projects for recycling economy were carried out.

[15:18:59]GuoShuyu:7. Cleaner production auditing was carried out. Up to now, 456 enterprises in our province have carried out cleaner production auditing.

[15:20:27]GuoShuyu:8. Legal inspections of saving energy and reducing the emission of pollutants were organized. Special energy-saving inspections were organized to examine the enterprises’ energy measurement, the elimination of out-of-date equipment and the efficiency of the energy-consuming equipment. The problems discovered were solved under supervision.

[15:23:29]GuoShuyu:9. Much publicity was given to saving energy and reducing the emission of pollutants. As a result of our effort, the whole province has achieved some initial progress in saving energy and reducing the emission of pollutants, but we must realize that, as a big energy-consuming and resources-consuming province, we are confronted with a grave situation.

[15:24:13]GuoShuyu:II. The next stage’s major tasks for saving energy and reducing the emission of pollutants

[15:25:41]GuoShuyu:he Provincial Party Committee and the Provincial Government have decided to devote this year to attacking the problem of saving energy and reducing the emission of pollutants. The major predetermined goals are: to reduce energy consumption per 10000yuan GDP by 4.5% as against last year, to reduce the emission of sulfur dioxide by 7%, to reduce the emission of chemical oxygen demand by 5% , and to reduce water consumption per 10000yuan GDP by 6%.

[15:29:21]GuoShuyu:The production and use of new-type wall materials will respectively account for 75% and 80% and solid clay bricks are forbidden to be used in project constructions in all cities and county seats. In accordance with the arrangements of the state, the Provincial Party Committee and the Provincial Government, the following are the major tasks to be fulfilled:

[15:30:01]GuoShuyu:1. To strictly control the highly energy-consuming and highly environment-polluting enterprises. In accordance with the idea of controlling the amount of increase, adjusting the amount of storage, starting big enterprises and limiting small ones, supporting the good enterprises and eliminating the bad ones, the strength of adjustment will be increased and the entry threshold will be raised.

[15:30:37]GuoShuyu:2. To speed up the elimination of backward production capacities.

[15:31:17]GuoShuyu:3. To carry out major projects for saving energy and reducing the emission of pollutants. Special attention will be paid to the ten major energy-saving projects: "saving and replacing petroleum, improving boilers, simultaneous generation of heat and electricity, electrical machinery’s energy saving, utilizing surplus energy, optimizing energy, energy-saving building, green illumination, government’s saving energy, and monitory service."

[15:34:27]GuoShuyu:4. To put special emphasis on major enterprises’ saving energy and reducing the emission of pollutants. Inspection and guidance of the major enterprises’saving energy and reducing the emission of pollutants will be strengthened, and activities to make standard comparisons with internationally advanced enterprise will be organized and performed, so as to raise the level of enterprises’saving energy and reducing the emission of pollutants.  

[15:35:29]GuoShuyu:5. To push forward the technological progress of saving energy and reducing the emission of pollutants. The innovation of energy-saving technologies and the construction of the result- transforming system will be promoted, with enterprises as the main body and the combination of enterprises, schools and research institutes, to increase the enterprises’ autonomous ability to make innovations.

[15:37:00]GuoShuyu:6. To vigorously develop recycling economy. Special attention will be paid to the “123” project for recycling economy.

[15:37:22]GuoShuyu:7. To strongly promote cleaner production. The discussion and formulation of Shandong Province’s Regulations for Promoting Cleaner Production will be speeded up, so as to complete the local law and to legally push forward enterprises’ saving energy and reducing the emission of pollutants and clean development.

[15:39:31]GuoShuyu:8. To make perfect the structures and policy system. Market mechanism will be brought into play and the leverage of prices, charges, taxes, and finance will be applied to promote saving energy.

[15:42:36]GuoShuyu:9. To give increasing earnest publicity to saving energy and reducing the emission of pollutants. First, the Provincial Energy-saving Office, the Publicity Department of the Provincial Party Committee and other departments have jointly issued the document The Main Working Points for Constructing the Conservation-oriented Society.

[15:43:55]GuoShuyu:Second, publicity activities for Qilu resources conservation will be continued this year. Third, an energy-saving publicity week will be organized and carried out. Fourth, much publicity will be given to the examples.

[15:44:39]GuoShuyu:10. To strengthen organization and leadership. The Provincial Government has decided to set up a leading group for saving energy and reducing the emission of pollutants. After the group has been set up, it will plan and monitor the whole province’s work on saving energy and reducing the emission of pollutants, coordinate important questions in saving energy and the reducing emission of pollutants.

[15:45:22]GuoShuyu:All the municipal and provincial departments concerned will also strengthen their organization and leadership of the work on saving energy and reducing the emission of pollutants in their own regions and professions, so as to ensure all kinds of work on saving energy and reducing the emission of pollutants will push forward smoothly.
