[9:31:56]Zhang Dekuan:Good morning!The Communist Party of China Shandong Committee and the provincial government have attached great importance to the work of human resources. In recent years local authorities have worked out a string of policies and measures to usher in, foster and employ senior talents in a bid to revitalize Shandong Province through developing science and education.

[9:33:22]Zhang Dekuan:The province’s strategy in human resources and intelligence guaranteed harmonious development of local economy and society.

[9:34:36]Zhang Dekuan:Since 2001 Shandong Province successfully organized three times of overseas and domestic high-end talent exchange and economic and trade talks. The fourth one is scheduled to be held on November 17 to 19 in Jinan. Now, Mr Jiao Lianhe, vice director of preparatory committee, deputy chief of the provincial Organization Department and director of provincial Personnel Bureau, would give us a briefing on the exchange and related arrangements.

Co-sponsored by the Ministry of Personnel and Shandong provincial people’s government, the Fourth China Shandong Overseas and Domestic High-end Talent Exchange and Economic and Trade Talks will be held on November 17 to 19 at Jinan Shungen International Exhibition Center.

Jiao Lianhe：With the theme of “exchange, cooperation, innovation and development”, the event is devoted to building a platform for various kinds of high-end talent to do pioneering work and launch high-tech projects in the province. It will also provide guarantee and support in human resources and intelligence to promote the province’s social and economic development in a fast and better way.

Jiao Lianhe：Shandong’s GDP grew at an average rate of 13.1 percent during the 10th Five-Year Plan (2001-2005). In 2005, the province’s GDP was 1846.83 billion yuan, up 15.2 percent over the previous year and both ranking second in the country. Its local fiscal revenues were 107.27 billion yuan, up 29.5 percent year-on-year. And its investment in capital assets were 1054.15 billion yuan, up 38.9 percent year-on-year.

Jiao Lianhe：In the first six months of this year the province’s economy kept fast and sustainable developing impetus with GDP increased to 1020.64 billion yuan, a rise of 15.3 percent. Large enterprises realized 531.58 billion yuan in value-added production, up 25.4 percent. The province’s fiscal revenues were 69.63 billion yuan, up 26.1 percent. Its investment in capital assets was 661.43billion yuan, up 33.7 percent. With vast market and huge potential, Shandong boasts unlimited business opportunities and has become one of China’s most vigorous and potential regions.

Jiao Lianhe：To adapt for the demands of economic globalization and rapid technological development, local authorities has set great store by the work of talent. Thanks to favorable policies and measures in cultivation and introduction of talent, the province’s high-end talent army has increasingly expanded. The number of high-end talent increased to more than 3,000 at present from 2,000 in 2000. The number of academicians in the province reached 33 from 11 in 1995.

Jiao Lianhe：122 young and mid-aged specialists with outstanding contributions have been selected and 2,570 experts enjoy special subsidies from the State Council. 122 post-doctoral research stations, mobile and fixed,  accommodate 514 doctors. During the 10th Five-Year Plan (2001-2005) the province absorbed 10,467 foreign specialists and more than 8,000 talented people studied abroad.

Jiao Lianhe：Currently, the province has set up an information web on overseas talent with more than 1,000 pieces of information. Its database has more than 2,000 economic and technological projects. The web has established links with more than 40 societies and organizations set up by the Chinese studying overseas across the world.

Jiao Lianhe：The Shandong talent exchange and trade talks helped many domestic institutions and enterprises find talented people they need and absorbed a large number of overseas Chinese students and scholars to return China to engage in pioneering work. The activities have greatly enhanced Shandong’s influence and recognition both at home and abroad.

Jiao Lianhe：The activities on recruitment of domestic high-end talent and exchanges on technical projects will be added in this year’s event. Besides, foreign experts (entrepreneurs) Shandong tour will join hands with Chinese Engineer Association of South America to provide technological service. Based on Shandong, this year’s talent exchange and trade talks will be oriented towards neighboring provinces and cities and expand to the whole country. Personnel department and bureaus of Jiangsu, Anhui, Hebei, Henan, Shanxi and Tianjin will be invited to take part in the event.

Jiao Lianhe：This year’s event will be divided into four parts:
1、Overseas and domestic talent exchange and economic and trade talks. About 150 high-end overseas returned students holding funds, technologies and patents will be invited to set up booths at the exhibition center. They will offer projects, high-techs and pioneering intents. Economic development zones, pioneering parks, high and new tech parks, scientific institutions and medium and large enterprises also will be invited to establish booths.

Jiao Lianhe：2、Foreign experts (entrepreneurs) Shandong tour will be organized. About 45 foreign specialists (entrepreneurs) will go to related enterprises and institutions to review investment environment and give guidance to technical projects. Cooperative channels between overseas experts and domestic enterprises will be built.

Jiao Lianhe：3、Recruitment of domestic high-end talent will be organized to attract senior talented people with above master degrees.
4、A ceremony to issue “Shandong Friendship Award” will be held at 9:30 am November 17.

Jiao Lianhe：Leaders of the Ministry of Personnel and Shandong Province will inspect the meeting spot on November 17. Project talks and signing ceremony on major projects will be held on November 18. Overseas returned students and foreign entrepreneurs will go to visit and inspect relevant cities and counties.

Jiao Lianhe：Co-sponsored by the Ministry of Personnel and Shandong Provincial People’s Government, the exchange and talks will be organized by Shandong Provincial Personnel Bureau and Jinan City People’s government.

Jiao Lianhe：The preparatory committee of the event will do following major work to guarantee consummation of the event.
